Representative Stacey Evans

Stacey Evans, Esq. represents District 57 in the Georgia House of Representatives, where she serves as a member on the Appropriations, Judiciary, Retirement, Rules, and Technology and Infrastructure Innovations Committees. Rep. Evans graduated from the University of Georgia School of Law and is the Managing Partner at Evans Bowers. Her law practice includes complex business litigation, whistleblower claims, and defamation.

As an attorney, Rep. Evans has fought for those who need a voice in the pursuit of justice. She has represented whistleblowers who exposed allegations of fraud and abuse in the healthcare system, and in one such case, she won more than $300 million dollars for taxpayers as part of her ongoing fight against Medicare fraud. She has also represented victims of domestic violence (pro bono) seeking protective orders against their abusers.

In the 2025 legislative session, Rep. Evans served on the House Rules Subcommittee on Lawsuit Reform, which was responsible for reviewing SB 68. She played an active role in hearings, spent countless hours meeting with stakeholders and colleagues, and drafted and submitted multiple amendments related to the bill. Her engagement in the legislative process gives her unique insight into tort reform and potential developments that could continue to shape the personal injury landscape for doctors and lawyers.


Peter A. Law, Esq.

Pete Law is a nationally respected trial lawyer and the founding principal of Law & Moran, a boutique litigation firm based in Atlanta, Georgia. Victor Moldovan, Esq.

Victor Moldovan is a healthcare attorney in Holland & Knight’s Atlanta office who focuses his practice on advising clients on compliance with federal and state statutes and regulations in connection with litigation and mergers and acquisitions.

Mr. Moldovan has significant background in federal and state compliance litigation before administrative bodies and state and federal courts regarding Medicare, Medicaid, false claims, licensing, managed care and medical peer review issues. He has extensive experience in drafting and commenting on legislation and regulations, testifying on healthcare laws, certificate-of-need applications and appeals, physician employment-related issues, contract preparation and negotiation, trademark and trade name disputes.

Mr. Moldovan works primarily with general acute care hospitals, mental health hospitals, specialized hospitals, ambulatory surgery centers, physician clinics, radiation therapy centers, imaging providers, home health companies, community care providers, hospice agencies and independent physician associations.

Prior to joining Holland & Knight, Mr. Moldovan handled healthcare matters for a global law firm in its Atlanta office.


Dr. Steven Barnett, DC, CBIS, CLCP, FIG LCP-C, CHLCP

Strategic Health Advisor for LCPpro, LLC, Dr. Barnett brings over four decades of experience in chiropractic care, hospital administration, and personal injury consulting. A Palmer College of Chiropractic graduate, he built one of Georgia’s most successful chiropractic practices before leading innovative hospital programs at Dekalb Medical, North Fulton Hospital, and Emory Healthcare.

Dr. Barnett is recognized nationally for creating one of the largest privately held chiropractic networks and for being the first chiropractor to deliver the keynote address at The Mayo Clinic. He holds a federal appointment and is The Director of The Chiropractic Clinical Care Network for The Veterans Administration for the State of Georgia. He is also a Board-Certified Life Care Planner and Certified Brain Injury Specialist, leveraging his expertise to support accurate, quality-focused medical-legal services.


Dr. Christopher J. Connelly, DC, CCSMS, CBIS, CIR

Dr. Christopher Connelly brings over 26 years of clinical experience in evaluating and treating complex trauma cases. A past “Chiropractor of the Year” honoree by the Georgia Chiropractic Association, Dr. Connelly is a Certified Brain Injury Specialist, Certified Impairment Rater, and Certified Chiropractic Sports Medicine Specialist.

He has served on the Georgia Attorney General’s Anti-Opioid Task Force, lectured widely on topics such as traumatic brain injury, impairment ratings, billing and coding, and spine injuries, and is an approved peer reviewer for the Georgia Board of Chiropractic Examiners. Dr. Connelly has testified as an expert in numerous legal cases, including high-profile brain injury cases where his testimony withstood Daubert challenges.

In addition to his clinical work, Dr. Connelly has trained thousands of professionals through continuing education seminars and is the author of a book on traffic-related injuries. His evaluations and expert opinions have been relied upon in over 2,000 cases involving injury causation, disability, and impairment.


Dr. Ken Basille, DC

Dr. Ken Basille is a seasoned chiropractic physician, clinical leader, and healthcare entrepreneur with 25 years of experience treating patients injured in motor vehicle accidents. As Chief Treasury Officer of ProCo, LLC, Dr. Basille has helped build one of Georgia’s most comprehensive injury care networks—combining chiropractic, orthopedic, neurosurgical, pain management, and imaging services under one roof to deliver coordinated, evidence-based care.
